Hello, though I was not aware of the rule ``.pc to -devel,'' I happened to reinvent it a few weeks ago, for my java-gnome packages. And yes, dependencies are the main reason for these -devel packages, even if they do not contain anything but a tiny file. For example, libglade-java-devel requires libglade2-devel, which brings all the glib-devel baggage. If the base libglade-java required libglade2-devel, then all the machines which want only runtime would have the whole -devel of the whole Gnome. This is not acceptable.
