Ok.  In the java world (perhaps also perl, python?, etc), there's almost
never any distinction between runtime and devel libraries, but they're
all marked as Devel/Libraries.  Does anybody think these should change
to SE/Libraries?  Or maybe it just doesn't matter that much.
