Red Hat's build system now supports %{?dist}

As of about 20 minutes ago, the Red Hat build system now supports
%{?dist} tags. This should make it easier for packages to come from
Extras into Core and should help Core get much more consistent with
package release naming.

Now would be a good time, Core Maintainers, to look through your
packages and if you're using something like 'FC5' or 'Fc5' or any other
such thing to convert your package to use the %{?dist} tag as explained
here: http://fedoraproject.org/wiki/DistTag and here
http://fedoraproject.org/wiki/Packaging/NamingGuidelines

Fairly soon, we should start filing bugs for packages that do not follow
the guideline for release naming.
