More packages on the chopping block

These probably can't go to Extras, but one would question their
existence in Core:

New package openCryptoki
        Implementation of Cryptoki v2.11 for IBM Crypto Hardware

New package s390utils
        Linux/390 specific utilities.

These packages only come back when s390(x) is enabled in the nightly
runs.  Given we don't actually ship s390(x) do these really belong in
Core?
