Probably 100s of packages have some form of /usr/X*/{lib|lib64|include}
or similar hard-coded into configure scripts, build scripts, Makefiles
and the like.

Well, I would expect you will not be able to avoid having to provide a
compatibility package for at least the next couple of years.
