package installed in order to request builds. Right now, though, it will
just let you see what is going on with the buildsystem w/o going to the
web interface. It will also let you kill your own jobs or requeue your
own job if it failed for some spurious reason.

Once Dan wants to make a plague 0.3 release these packages will be in
fedora extras, but for the moment they're not.

For devel builds do we use:

plague-client <package> <release_tag> 5

or

plague-client <package> <release_tag> devel

?
