That's not gonna work, because you are asking cvs-import to work in the devel/ branch, which does not exist. YOU CAN NOT DO THAT.

"mkbranch -s FC-2 devel iptstate" also seems to fail on the server.

You also CAN NOT DO THAT. The devel branch is special and can not be mkbranch-ed back (actually, it could, it just never made sense to pay attention to this remote possibility that will ever be needed...)

Any suggestions?

Well, you deleted the branch some time ago. What would you like to have happen now?
