Whether or not a package removed from Core should be in Extras depends on many things, including: how useful it was to begin with, whether or not there's any interest from the community and maintaining it, what the burden of maintaining it in Fedora is, etc. There's no reason to demand that something like xloadimage or comsat be in Extras if no one cares about it, and whether or not will happen I don't feel is a determining factor on the package's status for remaining in Core.
