Yeah it's really just another release like anything else.
He bumped the number mostly because he felt like it.
It's built for f30 and will be in the beta. f29 and f28
will get it sometime in April probably.

As for whether it's worth it to write an article, if you
think there are features in there which would be interesting
to Fedora users, I think it could be a good article.
