One difference between Fedora and the kernel is that package
maintainers may not be experts in the code itself, and so may not be in
a good position to resolve issues directly. Ideally, they'd help direct
bug reporters to the right place to get the issue addressed (or even
act as a go-between), but as you've said, with more users than
developers the number of reports can be overwhelming....
