Note that only points 3-6 must be met as the others have expired in 2001.

points 3 and 4 are met because none required notices have been removed.

point 5 is met by, at least, the Addendum at the bottom of the file.

This license because of the expiry of clauses 1 and 2 looks close to the Original BSD license which is Free software although not GPL compatible. The one substantial differences seems to be the condition on clause 5 which insists on original and modified source code.
