(2) It use to be separate; but, I'm a little fuzzy as to why it was consolidated... but, it is separate in a since. You have to post it in the Legacy section of Bugzilla. (3) Redhat is not responsible for fixing the BUGs. It is the Fedora Legacy support group which is. Which comes right down to US in the end.
