So here's my confusion - this is the first bug report about yum doing
this on FC1 or FC2 that I've even heard of let alone seen in bugzilla.

I can't help but think that a lot of this is b/c of the mutant form of
your franken-distro.

Try running:
rpm -Va --nofiles --nomd5

and see how many things get reported.
