You were probably downloading from a mirror that had not completed sync
yet, or had corrupted packages. They are properly signed with the Fedora
Legacy key. Try running a "yum clean all" and trying again.

A "yum clean all" was followed by another attempt to install the testing
packages. Same result - a message reading, "Using ftp, http[s], or file
for servers, Aborting - gpgcheck=1.
