I'm also talking to Dave Lawrence at Red Hat about how we can make the Bugzilla statuses for Fedora Legacy line up more with the FL workflow. I think this is preferable to using the whiteboard if at very least because it makes it possible to do the most common searches from the Simple form instead of needing to dive into the advanced one (and dive in with external knowledge of what the whiteboard tags might be).
