FC3 also has the same thing.  The answer I got was that you should use
redhat-release, because that always works on any release. 
fedora-release Provides: redhat-release, so I'd imagine yum does
something similar to this:

>rpm -q --whatprovides redhat-release
fedora-release-3-8
