FWIW, our security team does that too. It drove me nuts at first (given that FC2/FC3 were the same codebase for the longest part) but it definitly made sense from a tracking point of view. With bugzillas 'clone as bug' feature, its now a lot less painful than it used to be to enter bugs across multiple releases.
