This gets unpacked into $(rpm --eval %_topdir)/SOURCES where '/usr/src/redhat' happens to a be default value of %_topdir on Red Hat originated systems and happens to be defined in /usr/lib/rpm/macros. If you are doing any development work with rpm packages then you really should not be working as root but you should define your own %_topdir in ~/.rpmmacros and use a content of /usr/src/redhat only as a template.
