It sounds like someone has frobbed that file without paying attention to the fact that it is RPM-managed. Maybe someone has been careless with CPAN.pm (as recently as yesterday judging by the modification time you state). There have been no Red Hat or Fedora Legacy updates to the package you mention, so this isn't a packaging issue. Your statements are also inconsistent from what I'm observing on my boxes. Redhat 7.3 shipped with version 1.40 which has the following properties: -r-xr-xr-x 1 root root 14360 Mar 30 2002 /usr/bin/GET 8e2c784307f467a2ae8bb8a4cb7f8b61 /usr/bin/GET So it seems like you have got mixed up somewhere.
