You should be able to do a 7.1 > 7.3 upgrade without much fuss. Check logs and 
check for any .newrpm /.rpmsave /... on  /etc/* (system config files).

I did dozens of 7.0/7.1/7.2 > 7.3 back in the day, most (if not all) of them 
successful. The version upgrades were done using Red Hat installation 
disks/ftp servers using "upgrade" option.
