Not quite.  if the package is the same across the 7.x platform, the 
disttag becomes 7x.  But if there is no distag already in the package 
name, please don't add one.

elm:
7.2 elm-2.5.6-1 -> elm-2.5.6-3.legacy
7.3 elm-2.5.6-2 -> elm-2.5.6-4.legacy

tcpdump:
7.2 tcpdump-3.6.3-17.7.2.3 -> tcpdump-3.6.3-17.7.2.4.legacy
7.3 tcpdump-3.6.3-17.7.3.3 -> tcpdump-3.6.3-17.7.3.4.legacy
8.0 tcpdump-3.6.3-17.8.0.3 -> tcpdump-3.6.3-17.8.0.4.legacy

This seems fine.  In the past, RH has bumped the last number up, leaving 
the "-17.x.x" alone, so we should follow suit on this one.
