If FL isn't providing updated version of rpm for RH 8.0, then anyone who upgrades on their own can also upgrade apt at the same time. That said, as RH 9 goes EOL and FL picks up support there, we'll be supporting apt using rpm 4.1.1 anyway and then adding packages for RH 8.0 might not be much more work.
