Try the menu System > Preferences > Keyboard Shortcuts.

In my case, I've loaded the sonypi module but I can't assign the Fn
volume shortcuts to the volume actions in Gnome, for instance, as they
aren't detected.

There has been support for this when I've been running other
distributions, so I know it can be done.  I'm happy to try and do some
of the work myself but am not quite sure where to start.
