This sounds like a NetworkManager bug to me. If the NIC does not support random mac address mode then NetworkManager should fallback to not using it. We cannot expect all users of such NICs to manually disable the random MAC address mode. Can you file a bug in Fedora bugzilla against NetworkManager for this please ?
