I agree with Jarod, explicitly turning off RHEL disabled configs in automotive
ensures we're safeguarding against unintended changes in the future,
especially in cases where RHEL might change things unexpectedly.

@dcaratti yes implementing test are nice to have, but i think the double-
disable approach is good for cases where we want to explicitly prevent
accidental config changes.

I don’t fully agree with the concern about double-disabling not protecting
settings influenced by Depends or Selects. When running `make distconfig`, the
build process should already detect such dependency conflicts and return an
error during the configuration phase. So, if a setting is disabled or enabled
incorrectly due to these Kconfig dependencies, make distconfig will catch and
flag the issue.
