Hmm I don't think this is the right way to ensure that things don't get
enabled by accident later on, and AFAIK it violates how the kernel configs are
handled today. It's probably better/enough to have a test later on that fails
if unexpected modules are created (but this would cover only modules, yes).

@jmflinuxtx , could you chime in here, please?
