Ok, so the zstd kexec support code has been merged as:

and
https://github.com/horms/kexec-
tools/commit/60ce9bdf0e5cf37ee3db3586ffc8b17f8cbb5aa3

That fixes arm64 and riscv. AFAIK because it a direct image load on x86 it
appears to have already been working.

I'm going to leave this unresolved for a bit though to give that change an
opportunity to propagate.
