Hey @llong1 . Thank you for the review.

These config MRs are intended to be limited to RHEL config changes so we do
not block on fedora approvals. But in this case it does seem like we could get
a lot cleaned up here.

I've taken all the CONFIG_MITIGATION configuration items from pending-fedora &
pending-rhel and moved them under common/generic/x86. I did the same for the
few existing fedora & rhel CONFIG_MITIGATION items.

The only effective change here is CONFIG_MITIGATION_SLS is now enabled in RHEL
but I found that was your intention in !3222 so I hope that's okay.

@jmflinuxtx this MR is now relevant to you.
