This is correct, and honestly we need to change a few other options as well.
Clark and I discussed merging this as is, allowing someone to branch and
change this in a similar way to what Asahi is doing with 16k for now. We
should come up with a better solution for fixing all of these scenarios in the
spec longer term.  Conditionals as Thorsten pointed out are the most obvious
way, thought that will end up adding quite a bit to the spec.  We need to do
the same for 64k, 16k, headers, etc.
