All the flags are riscv specific IIRC. We have it enabled for v6.11 in
Fedora/RISCV:
http://fedora.riscv.rocks:3000/davidlt/kernel-ark/src/branch/ark-latest-
riscv64/redhat/configs/fedora/generic/riscv/riscv64/CONFIG_MEMORY_HOTPLUG

We will need another MR to catch up (kernel.spec.template and config). I
suggested to replace cb7fd22b8254f4f7e5fd5f3a444da1d2587832b4, but that didn't
happen.
