[OS-BUILD PATCH] Add openssl-devel-engine as a buildrequirement.

Add openssl-devel-engine as a buildrequirement.

Unofrotunately the change for openssl to deprecate the engine API[1] was
approved.  This means we need a new buildreq on openssl-devel-engine for
things to build at the moment for both rawhide and ELN.
