kernel-6.9.3 with Luks reverting to text boot

I'm getting repeatable text boots using kernel-6.9.3 with Luks.

Previous 6.9.1 and 6.9.2 was OK.

Intel NUC NUC13ANHi7 (NUC13ANHi7000) (rev N11225-207) 1 x 13th Gen
Intel(R) Core(TM) i7-1360P
Intel Corporation Raptor Lake-P [Iris Xe Graphics] (rev 04)

This is the only platform I have that is using luks to encrypt the SSD,
so I don't know how widespread this is.
