If there are some files the kernel hasn't annotated with SPDX tags that's fine. While it should be reported upstream, Fedora can't block on them, and needs to provide a valid SPDX identifier downstream until upstream resolves it. The cops_ffdrv.h does have a somewhat terse bit of text that can be considered its license. It won't match any recorded SPDX identifier, but if this is reported to Fedora legal, they can likely assign a Fedora local identifier - "LicenseRef-<blah>" (see https://spdx.github.io/spdx-spec/v2-draft/other- licensing-information-detected/ for this use of local identifiers in SPDX spec).
