kernel 6.5 and fedora 37, not a great combination

Hi,
I build custom kernels from the fedora srpms.  I built a couple of 6.5
kernels, rc0 and rc2, on fedora 37 and both worked, but had the same
problems intermittently.  Sometimes disk mounting would fail on boot,
and sometimes disk unmounting, and stopping other services would fail on
shutdown.  I attribute this to the fact that 6.5 build requires
systemd-udev > 252.1 and I was overriding it to the latest version in
fedora 37, 251-13.  I don't know if 6.5 is on the schedule for f37
before EOL, but if it is I think that systemd would have to be updated
in order to avoid problems.  Seems easier to just not put 6.5 on fedora
37.
