redhat: TEMPORARY default realtime to off

Building of realtime kernel is controlled by the variable
with_realtime in the specfile.

Default this to off until PREEMPT_RT merges upstream so
we pull in the actual code/config changes require to build a
PREEMPT_RT kernel
