I do agree, even if hidden behind expert, a fail to build without IO_URING enabled is a bug. It is possible that the bug is a missing dep, and we eventually face a choice of turning on io_uring or turning off something that we can't live without, but if you are allowed to configure it, things should build. That bug was fixed a few days ago with commit 293007b033418c8c9d1b35d68dec49a500750fde and clearly there are others building without io_uring.
