I think I found the issue. This is in the kernel.spec file,
Requires: %{package_name}-libs = %{version}-%{release} <<<<-----
Provides: %{package_name}-tools-devel
%description -n %{package_name}-tools-libs-devel
This package contains the development files for the tools/ directory
from the kernel source.
I didn't take into account that it might be a macro when I searched
before.
