Opting in specific arches that we wanted tests for (even if that requires more files) seems logically closer to the intent. If, say, RISC-V support is added some day, we'd have to remember to come here and turn that arch file off, too. With Julia's setup, any new arch would be disabled by default w/o any interaction. Let us know which method is preferred as we'd like to tack this onto an exist cs-9 MR.
