The exceptions are devices which have been shut off due to export controls, or if someone has given a good reason. for the QAT devices, ef7207a210545 was the most recent change there, and it specified that Intel has confirmed the hardware as x86 only. CONFIG_CRYPTO_DEV_CCREE was disabled because it came in via the staging tree. By default, staging drivers are kept off. When it came out of staging, it was never revisited.
