Right, so I did

`%{make} CFLAGS="${RPM_OPT_FLAGS} -D_GNU_SOURCE -I/usr/include/libnl3"
LDFLAGS="%{__global_ldflags} -lnl-genl-3 -lnl-3`

In the kernel spec and that got around both issues there. Of course we are
still running into a failure on gcc12, but that is a code issue.
Unfortunately I still can't get a build through until I get that figured out,
and the new issue with iio_event_monitor.
