This change has no impact on the RHEL configs at all because the ark config directory has priority over the common directory for RHEL, meaning the existing entries in config/ark, which are all "is not set" is what RHEL ends up with. The options are keep this commit and add another to this MR which deletes those entries in configs/ark, or leave the entries in configs/ark and move the existing "=m" entries to configs/fedora.
