OK - so the thought here is that common should only contain configs which are
common between fedora and rhel(ark).   That seems reasonable, but I suspect
this is not enforced today as the tooling didn't flag this as an error (which
it should if that's what we want to do).

I'll change my commit to adhere to this philosophy.
