That's not entirely true. koji builds do not execute a s390x+zfcpdump build and do not exceed the 64 char limit. This only occurs on brew bulds because of the s390x+zfcpdump target. So we'd have to keep some sort of list of build targets for koji and brew or have a per build system variable set.
