By removing configs/ark/generic/CONFIG_SYSTEM_BLACKLIST_KEYRING, configs/common/generic/CONFIG_SYSTEM_BLACKLIST_KEYRING which has CONFIG_SYSTEM_BLACKLIST_KEYRING=y will take precedence.
