But why we have only rh-configs and fedora-configs differ from the other targets, all other targets are dist-*, and only these two *-configs targets need you to cd into redhat directory, to me it's a bit counter-intuitive. May be compatibility was wanted, but the time we changed the requirement to cd into redhat/, we already have a different behaviour to what we had before.
