Not sure what went wrong with the generating of this MR in the first
place but at the moment both ark and fedora list CONFIG_MLX5_EN_IPSEC in
their configs and have the same value.

(os-build)$ grep -nr ^CONFIG_MLX5_EN_IPSEC redhat/configs/
redhat/configs/ark/generic/CONFIG_MLX5_EN_IPSEC:1:CONFIG_MLX5_EN_IPSEC=y
redhat/configs/fedora/generic/CONFIG_MLX5_EN_IPSEC:21:CONFIG_MLX5_EN_IPS
EC=y
```

I've pushed an update to his MR which simply moves the config option to
the common config folder.
