I'm seeing a _lot_ of reports similar to https://ask.fedoraproject.org/t/cant-start-after-update/10872 on various social media. (Where "a lot" is "a handful" -- normally, there are none.) In short, lots of "current kernel doesn't boot, older one does, reinstalling the kernel package doesn't seem to help".
