…this make it sound as you want to build kernel modules (the one from nvidia, I assume? why do you call it "NV" [that's the name of an abandoned video driver from Xorg: https://www.x.org/wiki/nv/] and not "Nvidia"? That's confusing).

Why is installing kernel-devel-$(uname -r) and just building the module in question not working for you? It seems to work for rpmfusion and other people to build modules against the fedora kernel. Or am I missing something?

Note: with the commands you mention in those bugs you might have created such a mess that building modules with kernel-devel-$(uname -r) does not work anymore.
