Hi,
As part of the ongoing rebase effort, the following configuration
options need to be reviewed.
As a reminder, the ARK configuration flow involves moving unreviewed

RCU_SCALE_TEST is previously RCU_PERF_TEST. We don't enable that in
RHEL8. So we can leave it disable in Ark as well.
