As part of the ongoing rebase effort, the following configuration
options need to be reviewed.

As a reminder, the ARK configuration flow involves moving unreviewed
configuration options from the pending directory to the ark directory.
In the diff below, options are removed from the pending directory and
added to the ark hierarchy. The final options that need to be ACKed
are the files that are being added to the ark hierarchy.

If the value for a file that is added should be changed, please reply
with a better option.

  CONFIG_RCU_SCALE_TEST:

  This option provides a kernel module that runs performance
  tests on the RCU infrastructure.  The kernel module may be built
  after the fact on the running kernel to be tested, if desired.

  Say Y here if you want RCU performance tests to be built into
  the kernel.
  Say M if you want the RCU performance tests to build as a module.
  Say N if you are unsure.

RCU_SCALE_TEST is previously RCU_PERF_TEST. We don't enable that in RHEL8. So we can leave it disable in Ark as well.
