Bad RIP value?

It's been a while since I needed to do a sysrq t, but I don't recall
seeing every RIP being cryptic like this, and then also with a Bad RIP
value message.

[   43.758824] RIP: 0033:0x7ffb472e779f
[   43.758826] Code: Bad RIP value.

I see it with both
5.3.0-0.rc3.git0.1.fc31.x86_64+debug
5.2.6-200.fc30.x86_64

I also tried installing kernel debuginfo, but it's the same. I have no
idea when the last time it was I saw something different so maybe this
is just the new normal.
